3/10/2005 Classification and Compensation Update FSS to ATC Grades under the terms of the Contract Extension and that change to Pay Rule 42
A current FG 12 makes (all numbers are without locality)
Under the old Pay Rules (prior to the Contract Extension) pay rule 42 allowed FSS Transfers to keep their pay as long as it fit in the Developmental 3 Pay Band. Under the terms of the contract extension Pay Rule 42 now states: "Set pay at the minimum of the lowest developmental level for the assigned ATC facility, or at the employee’s current rate, not to exceed the top of the lowest developmental level for the assigned ATC facility." There is a 30% difference between a Developmental 3 and a Developmental 1 so this new rule results in these people being "capped by the top of the pay band". I've been asked for a spreadsheet that shows the impact of this new rule and how it may force people to higher ATC levels. I don't know if we will get 30 of these people or 3000 but here's the example. You can see a FG 12 step "X" above and if they fit in the "lowest developmental level" below. If they are "capped" they take a pay cut and are in red below (you can do the math to see how much of a pay cut they will take). You can see, for example, if a FG 12 step 10 from FSS (making 70484) went to MRY Tower (an ATC 5), they would be capped at $62638 and take almost an $8,000 pay cut. If they go to an ATC 10 or higher they will fit in the pay band (except a FG 12 step 10 would need to go to an ATC 11 to fit).
